
What is Career Start?
Career Start provides Queenslanders with skills and support to start their career. The program provides subsidised training to help job seekers secure a job and supports those already employed to move into more skilled roles or full-time employment, including after completing an apprenticeship or traineeship.
The Queensland Government approves Registered Training Organisations (RTOs) to deliver subsidised training under the Skills Assured Supplier (SAS) framework. Narbil Training is proud to be an approved Skills Assured Supplier, authorised to deliver government-subsidised training to eligible Queenslanders.
How Career Start Funding Works
There are two training pathways available through this program:
- General Training Pathway – Direct enrolment in Certificate III qualifications or introductory skill sets.
- Apprenticeship/Traineeship Pathway – Structured, work-based training delivered under a formal apprenticeship or traineeship agreement.
Student-Contribution Fees
While training under this program is subsidised by the Queensland Government, students are still required to make a small financial contribution toward the cost of their studies.
Course fees are set by each training provider and may vary based on the qualification and method of delivery. In some cases, employers or other third parties may choose to pay the student’s co-contribution fee.
Note: Training providers are not permitted to waive this fee.

Concessional Student Status – General Training Pathway
Concessional student status applies when the student falls into one of the following categories:
- Holds a Health Care, Veteran or Pensioner Concession Card issued under Commonwealth law, or is the partner or a dependant of a person who holds such a card and is named on the card;
- Holds an official form issued under Commonwealth law confirming that they, their partner, or the person of whom they are a dependant is entitled to concessions under a Health Care, Veteran or Pensioner Concession Card;
- Identifies as Aboriginal or Torres Strait Islander;
- Has a disability;
- Is an adult prisoner.
Full Fee Exemption
A full Co-contribution fee exemption exists where the student falls into one of the following categories:
- Skilling Queenslanders for Work or SQW participants – this training is provided fee-free to Students with any additional costs met through SQW funding;
- Specific fee-free training programs as announced by the Queensland Government;
- Foundation skills – this training is fee-free;
- Lower-level vocational Qualifications for concessional Students – this training can be provided fee-free to Students, as determined by the SAS.

Note: Co-contribution fees are set by the Department at $1.60 per nominal hour for each Unit of competency or Module and must be calculated at the commencement of each unit or Module. The Co-contribution fee applies consistently across all SAS delivering apprenticeships and traineeships.
Partial Fee Exemption
Only 40 per cent of the Co-contribution fee is applicable where the apprentice or trainee falls into one of the following categories:
- Was or will be under 17 years of age at the end of February in the year in which the SAS provides training, and is not at school and has not completed year 12;
- Holds a Health Care, Veteran or Pensioner Concession Card issued under Commonwealth law, or is the partner or a dependant of a person who holds such a card and is named on the card;
- Holds an official form issued under Commonwealth law confirming that the individual, their partner or the person of whom they are a dependant, is entitled to concessions under a Health Care, Veteran or Pensioner Concession Card;
- Identifies as Aboriginal or Torres Strait Islander.
Full Fee Exemption
A full Co-contribution fee exemption exists where the apprentice or trainee falls into one of the following categories:
- Undertaking a Qualification as part of the Skilling Queenslanders for Work or SQW – Work Skills Traineeship program;
- School-based apprenticeship or traineeship;
- Specific fee-free training programs as announced by the Queensland Government;
- Foundation skills – this training is fee-free.
Extreme Hardship
If you are experiencing extreme financial hardship, you may apply to have your co-contribution fee waived.
Note: Approval of a fee waiver is at the discretion of Narbil Training. A formal application and assessment process will be conducted at the time of enrolment. Narbil Training also maintains an internal review process to manage any appeals relating to co-contribution fee waiver decisions.
Eligibility
Under Career Start, a student may access up to 2 subsidised training places through one of the following options:
- a qualification in a certificate III under the general training pathway and an apprenticeship/traineeship, noting that if the apprenticeship/traineeship is done first, the student is no longer eligible to access a general training pathway qualification under Career Start
OR
- two apprenticeships/traineeships at either a certificate II or III level, including school-based apprenticeships and traineeships (SATs).
In addition, under Career Start, students may access one subsidised introductory-level skill set.
Note: A student cannot do 2 general training pathway qualifications under Career Start.
General Training Pathway
To access a subsidised training place under Career Start, a student must meet the following criteria:
- aged 15 years or older
- not be a school student
- permanently reside in Queensland
- be an Australian citizen, or Australian permanent resident (includes humanitarian entrant), or a temporary resident with the right visa and work permits on the pathway to permanent residency, or a New Zealand citizen
- not already have a certificate III or higher qualification completed within the last 10 years (qualifications completed as a school student, and foundation skills qualifications don’t count)
- not be enrolled in another qualification, even if it’s on hold or deferred, whether funded by the Department of Trade, Employment and Training or not (foundation skills qualifications don’t count).
Along with the eligibility criteria above, specific entry restrictions or exemptions may apply to certain subsidised qualifications and skill sets. These are set by industry or sector requirements, as well as national training package guidelines.
Apprenticeship & Traineeship Pathway
To be eligible to receive government subsidised training, the apprentice or trainee must:
- have entered into a training contract for a qualification that is funded by the department and be registered on the department’s systems
- if from overseas, have a visa allowing them to work in Australia
- not have already completed 2 apprenticeship/traineeship qualifications within the last 10 years. This includes school-based apprenticeships or traineeships.

Note: For apprenticeships and traineeships, an individual must be employed as an apprentice or trainee.

- Start your training – Begin your course and access the student support services available to you throughout your training journey.
