What is MSQ?

Manufacturing Skills Queensland (MSQ) supports workforce skills development across Queensland’s manufacturing industry.

Through the High Risk Training and Licensing Subsidy Program 2026–27, eligible employees can access up to $300 towards approved training with Narbil Training in Gladstone.

The program helps manufacturing businesses develop their employees’ skills, improve workplace safety and meet operational training needs.

This program is funded by Manufacturing Skills Queensland.

Eligibility

To be eligible, participants must:

  • Live in Queensland.
  • Be an Australian citizen or Australian permanent resident.
  • Be employed by an eligible Queensland manufacturing business.
  • Have a genuine business need for the training.
  • Have sufficient subsidy remaining for the funding requested.

Priority is given to manufacturing businesses employing fewer than 200 people. Businesses with 200 or more employees need prior MSQ approval, so please contact Narbil Training before applying.

Manufacturing covers a broad range of activities, including engineering and fabrication, food and beverage production, timber and wood products, chemicals, plastics, printing and other manufacturing sectors. The eligibility form lists the manufacturing categories.

Applicants must complete Narbil Training’s eligibility form and provide the requested supporting evidence. Normal course entry requirements and applicable licensing conditions also apply.

Narbil Training assesses applications against MSQ’s program requirements and refers cases to MSQ where required. Submitting an application does not guarantee funding.

Frequently Asked Questions

How much funding can I receive?

Eligible participants can receive up to $300 in total under the MSQ HRTL 2026–27 program. The subsidy cannot exceed the actual cost of eligible training.

Can the funding cover the full course fee?

Yes. If the approved course costs no more than your available subsidy, there may be no gap fee. If the course costs more, you or your employer pay the difference.

Can I use the subsidy for more than one course?

Yes. MSQ’s guidance allows an unused subsidy balance to be applied to another eligible course. The total subsidy remains capped at $300 per participant across the program.

Tell Narbil Training about any previous or pending MSQ HRTL funding applications, including those made through another provider.

What evidence do I need to provide?

Complete the MSQ eligibility form and provide a signed, dated employer letter confirming:

  • Your current employment and occupation.
  • The business’s Queensland location and manufacturing activities.
  • The total number of employees in the business.
  • The training required and its relevance to your work.
  • The employer representative’s name, position and contact details.

Narbil Training may also request evidence of Queensland residency and Australian citizenship or permanent residency. An example employer letter is included in the application form.

Can I apply if I have completed the course before?

Contact Narbil Training before booking. We will check the proposed training, your previous subsidy use and the applicable MSQ requirements to confirm whether funding is available.

Does my occupation need to be on an approved list?

No. There is no approved occupation list. Eligibility depends on your employer’s manufacturing activities, your individual eligibility and the business need for the training.

Can larger businesses apply?

Businesses with 200 or more employees may be considered with prior MSQ approval. Contact Narbil Training so we can discuss the requirements with MSQ before confirming funding.

How long is funding available?

Narbil Training’s current MSQ agreement runs until 31 July 2027. Funded places are limited and may be exhausted before that date. Contact us to confirm availability and suitable training dates.
